About the course

CAA Management & Oversight – Advanced is an advanced professional programme for aviation professionals responsible for the management, regulation and oversight of civil aviation.

The course provides a comprehensive understanding of the key functions and responsibilities of a Civil Aviation Authority. Participants explore safety oversight, State Safety Programmes, and Safety Management Systems. They also explore air operator and aerodrome certification, economic regulation, aviation security and facilitation. Furthermore, the programme examines air navigation oversight and the regulation of emerging technologies such as UAS/RPAS.

Going beyond individual regulatory requirements, the programme examines how aviation authorities can manage effective oversight within a complex and evolving aviation environment. Participants gain insight into regulatory decision-making and industry developments. They also learn about certification responsibilities, economic and commercial considerations, and the relationship between regulatory authorities and aviation service providers.

The course also explores commercialization, privatization and Public-Private Partnership approaches. These topics give participants a broader perspective on the changing structure of the aviation industry. In addition, they cover the evolving role of regulators.

Through practical case studies, management exercises, team activities and critical-thinking exercises, participants connect regulatory principles with real-world aviation challenges. These activities strengthen both technical understanding and management capability. As a result, they help participants contribute more effectively to regulatory performance, safety oversight and organisational decision-making.

CAA Management & Oversight – Advanced equips aviation professionals with the knowledge and strategic perspective they need to support effective oversight, regulatory compliance and operational efficiency. In addition, it provides the skills required for the continued development of a safe and sustainable aviation system.
