The Government Safety Inspector (GSI) Operations – Air Operator Certification (OPS) Course is a 15-day program developed jointly by ICAO and the FAA. It is designed to provide aviation safety inspectors—specifically those involved in operations, airworthiness, and personnel licensing—with standardized knowledge and skills to carry out certification of air transport operators. The course is based on ICAO Standards and Recommended Practices (SARPs) and Model Civil Aviation Regulations (MCARs), and it systematically covers the five-phase certification process.
