About the course

A State Safety Programme (SSP) is the cornerstone of an effective aviation safety oversight system. It enables States to proactively manage safety risks while meeting their obligations under ICAO Standards and Recommended Practices (SARPs). As aviation systems become increasingly complex, Civil Aviation Authorities must establish robust governance, risk management, safety assurance, and safety promotion processes. As a result, these actions help achieve sustainable improvements in safety performance.

This intermediate-level course equips managers and technical personnel within State Aviation Authorities with the knowledge and practical skills required to design, implement, and continuously improve a State Safety Programme in accordance with ICAO Annex 19, the Safety Management Manual (Doc 9859), and applicable national regulations. Through practical exercises, case studies, and implementation-focused discussions, participants will learn how to establish the SSP legal framework and develop implementation plans. They will also learn to promote a positive safety culture, apply State safety risk management processes, analyze safety data, and measure safety performance.

By the end of the course, participants will have a structured understanding of the four components of an SSP and the practical competencies needed to lead and support its successful implementation within their State. This will contribute to a more proactive, data-driven, and effective aviation safety oversight system.
