This course equips Aviation Safety Inspectors and airline professionals with the practical knowledge and skills required to manage aircraft leasing arrangements effectively. It focuses on acceptance, approval, and oversight processes in line with ICAO Annex 1, Annex 6 (Part I, II, and III), and Annex 8. As a result, participants gain a clear understanding of global regulatory requirements and safety responsibilities.
First, the course explains how air operators submit leasing arrangement applications. Participants then learn how to assess application completeness and regulatory compliance. In addition, the training highlights the allocation of operational control, airworthiness, and personnel licensing responsibilities between lessors and lessees. Therefore, participants can identify safety gaps early and take corrective action.
Moreover, the course provides step-by-step guidance on approving proposed aircraft leasing arrangements. It emphasizes risk-based decision-making and ICAO-compliant approval criteria. At the same time, participants learn how to document approvals clearly and consistently.
Furthermore, the program focuses on post-approval oversight. Participants develop effective surveillance programmes for leased aircraft operations. The course structure includes four modules. Module 0 introduces the regulatory framework. Module 1 covers the evaluation of air operator leasing applications. Module 2 focuses on approving proposed leasing arrangements. Finally, Module 3 addresses surveillance and safety issue resolution.
