About the course

The Civil Aviation Master Planning Course equips senior and middle managers with the knowledge and practical skills to develop, implement, and maintain long-term aviation strategies. These strategies are created in accordance with ICAO provisions and international best practices.

As the aviation sector grows, States need clear plans to support safe, sustainable, and efficient development. This course helps participants align national aviation policies with government priorities and the United Nations 2030 Sustainable Development Goals (SDGs). Participants learn how to prepare strategic plans, engage key stakeholders, and establish effective governance for successful implementation.

The programme covers the complete planning lifecycle, from preparation and development to implementation and continuous improvement. It also explores economic sustainability, financial planning, infrastructure development, and institutional coordination. Additionally, participants gain practical tools to identify strategic priorities and forecast future aviation needs. They learn how to integrate safety, security, airports, air navigation, and environmental objectives into a unified national aviation strategy.

The course primarily targets senior and middle managers from Civil Aviation Authorities (CAAs). It also benefits professionals from airports, airlines, air navigation service providers (ANSPs), government ministries, and other organizations involved in national aviation planning.

By the end of the course, participants will confidently contribute to the development of a sustainable, Civil Aviation Master Plan (CAMP). This plan strengthens the national aviation system, supports economic growth, and enhances long-term resilience.
